Sustainable Land Management Project

Meghalaya
Implemented with the Meghalaya Basin Management Agency (MBMA) under KfW’s Sustainable Land Management programme, Clover is supporting a landscape-level transformation of organic agriculture in Meghalaya. Working across field and institutional levels, we have supported the client to form Internal Control Systems (ICS), improved documentation and audit readiness, and enabled smoother certification processes under both PGS and NPOP.
A key part of this effort includes strengthening MSOCB as a certification body by supporting it to independently manage compliance, input approvals, and certification workflows with greater consistency and rigour. We aim to improve non-conformity management, traceability, and overall certification integrity. Alongside this, Clover has also contributed to the development of emerging state-level organic frameworks, helping shape a more cohesive and scalable certification ecosystem that links sustainable land-use practices with credible market access.
In parallel, Clover has developed and field-tested crop-specific Packages of Practices (PoPs) across diverse regions, translating technical standards into practical, farmer-ready solutions. This has been complemented by structured training systems, technical toolkits, and ongoing support across organic production, certification, and post-harvest management for diverse stakeholders from government officials to NGOs and farmers.

Mission Organic Value Chain Development (MOVCD-NER) Phases I–IV
Mizoram, Meghalaya, & Manipur
Large-scale transition to organic farming in Mizoram and Manipur required not just conversion, but the creation of complete value chains covering farmer mobilisation, certification, aggregation, and market access across dispersed and complex geographies.
Clover led end-to-end implementation, including baseline surveys, training, development of localised PoPs, ICS management, certification, and formation of FPOs/FPCs.
The program enabled organic conversion across ~19,500+ hectares, while establishing institutional structures and market systems that made organic farming economically viable at scale.


CRB–UNEP Stakeholder Consultation – Biodiversity Economy Strategy
Uttarakhand
Transforming agri-food systems requires alignment across businesses, policymakers, and institutions, particularly in integrating ecological and economic priorities.
Clover facilitated a high-level stakeholder consultation under the UNEP–CRB initiative, bringing together government departments, private sector players, and experts to co-develop a biodiversity economy strategy for Uttarakhand. The dialogue contributed to shaping pathways for integrating sustainability, value chains, and ecosystem considerations into decision-making.

IFAD – FOCUS (SCRAM)
Mizoram
Deputed by IFAD to facilitate its FOCUS Training Program, Clover collaborated with colleges across Mamit, Saitual, and Khawzawl districts in Mizoram to engage 545 enthusiastic young individuals in a comprehensive program aimed at fostering entrepreneurship and skilling them in food processing. Through 36 in-depth sessions, the curriculum covered the entire spectrum of food processing, from chilli pickle to whole wheat bread, enabling participants to understand the complete value chain while honing soft skills essential for entrepreneurial success, such as pricing strategies, effective sales techniques, packaging, and labelling.
We've already witnessed the impact of our efforts in collaboration with the Society for Climate Resilient Agriculture in Mizoram (SCRAM), with an increasing number of trainees venturing into local markets to showcase their products, a trend that signifies the tangible outcomes of these training programs within rural communities.

PM-DevINE Scheme for Demo Farm Labs (NECTAR, Govt. of India)
Tripura and Mizoram
Organic adoption in the North East often remained fragmented due to the absence of permanent infrastructure and locally anchored training systems. The need was to create models that were not only demonstrative but also replicable and self-sustaining.
Clover established integrated demo farm labs and training centres, combining organic production systems, natural input preparation units, bamboo-based infrastructure, and livestock integration. These were supported by a Training-of-Trainers model, where master trainers led decentralised farmer training across clusters. This created a hub-and-spoke ecosystem that continues to drive adoption beyond the project lifecycle.

PKVY - Namami Gange Scheme, AKSVY Scheme
Uttar Pradesh (Multi-District Implementation)
Large-scale organic transition across multiple districts required structured mobilisation, certification compliance, and the creation of viable market pathways for farmers.
Clover supported the formation and strengthening of FPOs under the scheme, including mobilisation, business planning, and convergence with government programs to create scalable, farmer-led economic systems. We implemented cluster-based mobilisation, PGS certification, farmer data systems, and FPO formation across ~6,980 hectares. In Chitrakoot, the team also developed and field-tested locally adaptable biopesticide formulations, now independently produced and used by farmers, reducing input costs and strengthening crop resilience across multiple crops, including pulses, cereals, and spices.

Meghalaya State Organic Mission (1.0 & 2.0)
The next phase of Meghalaya’s organic transition required scaling beyond pilot interventions into a structured, statewide ecosystem integrating production, certification, and markets.
Clover is supporting implementation across thousands of hectares and multiple FPOs, including ICS and traceability systems, certification pathways, training in local languages, and development of post-harvest and market infrastructure. The program is enabling a shift toward high-value organic production while strengthening institutional capacity across the state.

Formation & Promotion of FPOs – CSS 10,000 FPO Scheme
Mizoram, Manipur, Meghalaya
Smallholder farmers lacked institutional structures to aggregate produce, access markets, and improve incomes. The objective was to build strong farmer-owned enterprises across diverse geographies.
As a CBBO, Clover facilitated the formation and strengthening of 60+ FPOs/FPCs, including mobilisation, DPR preparation, registration, infrastructure planning, and market linkages. These institutions now function as long-term engines of income generation and value chain integration.

PKVY – Madhya Pradesh
Similar to Uttar Pradesh, large-scale organic transition under PKVY in Madhya Pradesh required structured farmer mobilisation, certification systems, and value chain integration.
Clover is supporting implementation through farmer training, organic system development, certification processes, and aggregation models, ensuring consistent adoption and scalable outcomes across clusters.

Fish Farmer Producer Organisations (FFPOs) – NCDC
Uttarakhand
Fishing communities typically operate in fragmented systems with limited aggregation, reducing their ability to access markets and improve price realisation.
Clover supported the formation of FFPOs under national fisheries programs, enabling collective organisation, business planning, and market access. These institutions are creating structured value chains within aquaculture, improving income stability and enabling scale within fisheries-based livelihoods.

aQysta – Training & Capacity Building for Organic Cultivation
Meghalaya
Farmers require structured training systems to adopt organic practices and align with certification standards, particularly for high-value crops like Lakadong turmeric.
Clover has partnered with aQysta to develop training modules, SOPs, and deliver on-ground training programs through subject-matter experts. The engagement is focused on capacity building, certification awareness, and practical adoption to bridge the gap between technical knowledge and field-level implementation, and deliver an increase in income for farmers.
